  The purpose of the conference is to unite the efforts of the world seismologists to further advance in dealing with forecasting the seismic events in the region of the Black Sea Economic Cooperation and, in general, throughout the world. The suggestions for joint programs and projects are welcome. It is also a need to carry out an evaluation of the activities of the Association of Seismic Protection of Countries participating in SEISMO- Black Sea Economic Cooperation and determination of its work in the coming years based on the experience of similar associations in other regions and countries. The Conference will include a brief report on the activities of the Association after the Third Conference of the Association held in Rostov-on-Don, Russia five years ago. It summarizes the latest achievements obtained by the scientists of the Association in the given period. In particular, the development of the first mathematical model for prediction of the place, time and intensity of a new type of earthquakes referred to as starting earthquakes; a new mathematical apparatus of the block element which allows one to explore a variety of extreme events in the natural and man-made processes and its application. The role of interdisciplinary and international cooperation in seismology problems will be emphasized.
