Within the last three decades the idea of civil society has been experiencing a period of obvious revival. Quite recently only scholars interested in social history and those who made research on the works of Georg Hegel or political ideology of Marxism wrote and think over the notion of civil society. And nowadays civil society has become one of the most popular concepts among both politicians and political analysts. Today the notion of civil society acquired outstanding value and actual political dimensions, therefore absence and underdevelopment of civil society in different countries of modern world became more visible and perceptible . Since the late 1980s the western model of democracy and affiliated ideas and concepts (civil society, non-governmental organizations etc) became increasingly popular in the non-Western countries. Famous American political scientist Samuel Huntington even called this tendency “third wave of democratization” . Basic concepts of Western liberalism seemed to be on the tongue of all politicians and public figures of those countries. However mass enthusiasm for the values of liberal democracy and ideas of civil society, in particular, led to inadequate perception, misunderstanding and simplification of those notions.
