In the second decade of the 20th century, the concept of digital inequality extends far beyond the availability of access to ICT and encompasses socio-demographic characteristics and motivation of users. Despite the fact that those who function better in the digital realm enjoy advantages over their digitally disadvantaged counterparts individuals’ and that digital engagement plays a key role in a range of outcomes – including success in the labour market (Vartanova, Gladkova, Park, 2017), there is a large number of people who might be called “want nots” in their attitude towards digital technology.
