It is human capital that is becoming the most significant factor in economic growth: it determines the vectors of the national state, the significance of society's losses from large-scale conflicts, world pandemics and global problems in the field of life insurance, as well as the benefits of investment in education, health care, migration and for many other purposes. Socio-economic development of Russia will largely depend on human capital. It is important for the state to regulate the processes of its reproduction: if economic mechanisms are not created to ensure that the training of personnel meets production requirements, then even in conditions of economic growth, the lack of jobs may well be correlated with significant unemployment. To achieve an optimistic forecast, it is necessary to comprehensively regulate by society all the processes taking place in the field of human capital reproduction.
