The sanctions pressure from many highly developed countries over extended periods has shown that the preservation of raw-material orientation and the reduction of the technological gap through foreign investment does not lead to economic and technological development. The dependence on foreign technology poses a danger to the sovereignty and national security of the country. Under the current conditions, the development of in-house innovative technologies is no longer a factor of competitiveness, but a survival factor. There is a solution to this problem. It is the military and civilian sectors that should be integrated in the development and implementation area of advanced technologies and the positive human capital should be developed. It is evident that the change in technological paradigm and national economy structures contributes to the economic and structural crisis, leads to military conflicts. During this period, countries with advanced technologies and highly qualified staff will claim leadership positions. Others become industrial or raw material contributors (donors). Only time will tell whether Russia will miss the next technological revolution and technological wave and fall again into the category of donors or become a technologically advanced country. Therefore, this study is relevant.
