The primary goal of civil service reform in any country is to make government more efficient, honest, responsible, and to develop the capacity of civil service to perform its mandate correctly. The key feature of public organizations is their personnel dependency. The concept of personnel-dependent organizations was introduced in 2005. It was noticed that there are organizations that can succeed only if they attract and retain employees that share organizational values, can work without total control and are professional enough to perform their duties at high quality level. Other resources play secondary role in such organizations; they just help employees to work faster, better, and with greater achievements. No matter how many good laws, instructions and procedures we create, they can be demolished by civil servants who are not motivated, not well professionally prepared, or simply do not like their job. Thus, the key factor of success of any civil service reform is creation of prerequisites that will guarantee appropriate people at appropriate places in appropriate time.
