Abstract: The society structural imbalance, economy deformation,
inadequate funding in education and the unstable geopolitical situation make significant influence on the prospects of Russian education development in the 21st century. All these factors hinder the development of human resources. A shortage of skilled labors and the overabundance of highly qualified specialists are two main distinctive features of the labor market in Russia. The increase in the number of University students was accompanied by a drop in the quality of training. To resolve the contradictions, the Russian government has allocated leading universities in separate cluster, which have to provide the development of innovation economy with the intellectual elite. MSU as a leader of Russian higher education system launched its own strategy of enhancing efficiency, but it is too early to judge how realistic this plan is. It depends on many external and internal factors. The article analyses the factors that could promote or prevent to form the necessary level of professional labors’ skills, ability for technologic modernization under demographic and social-economic changes as well as different trends affecting the sphere of higher education development in Russia
【摘要】进入21世纪,俄罗斯社会转型虽已取得显著的发展成效,但表现出了社会发展结构上的不平衡。教育领域出现的问题充分体现了这一发展结构失衡所引起的结果。国际形势和国内形势作为相互影响的两个重要因素左右着俄罗斯教育的发展。尤其是俄罗斯经济发展的现状、教育经费成为教育发展瓶颈。俄罗斯教育人力资源出现较大的落差。这主要表现在高校生源不足;毕业人才大量流失以及科研人员配置不协调和科研、教学资源后力不足。为了解决这一问题,俄罗斯政府采取优先、重点发展核心高校的教育战略。从全国高校体系中筛选一批核心大学作为俄罗斯社会发展和国际发展所需后备人才的优先培养平台。莫斯科大学就是其中之一。在新的形势下,莫斯科大学立足于俄罗斯,着眼于世界。调整教学、科研和世界发展方案。优化教育资源,全面、多方位培养复合型人才,进入转型期。莫斯科大学的转型预示着俄罗斯高等教育进入了一个新的发展阶段。
