Автор пишет о важности исследования основных дискуссионных международных аспектов проблемы, связанных с переездом Советского правительства и переносом столицы Советской России из Петрограда в Москву весной 1918 г. Среди них: пагубные последствия распада крупных империй, зачастую приводящие к международным территориальным конфликтам; губительное участие России в Первой мировой войне; нестабильность созданной в результате Первой мировой войны Версальско-Вашингтонской системы, явившаяся основной причиной острого разрушительного политического кризиса в межвоенный период, и не сумевшая предотвратить Вторую мировую войну; несостоятельность положения о формировании государств по национально-этническому принципу; обострение извечного геополитического соперничества континентальных и морских держав, и т.д. Автор справедливо полагает, что учитывая все указанные обстоятельства, можно глубже раскрыть в исторической ретроспективе основные причины возвышения роли Москвы в качестве столицы нового Российского государства.

Abstract. The author writes about the importance of researching the main discussion international aspects of the problem associated with the move of the Soviet government and the transfer of the capital of Soviet Russia from Petrograd to Moscow in the spring of 1918. Among them: the disastrous consequences of the collapse of large empires, often leading to international territorial conflicts; the fatal participation of Russia in the First World War; the instability of the Versailles-Washington system created as a result of the First World War, which was the main cause of the acute destructive political crisis in the interwar period, and failed to prevent the Second World War; the inconsistency of the provision on the formation of states on the basis of a national-ethnic principle; aggravation of the eternal geopolitical rivalry between continental and maritime powers, etc. The author rightly believes that in view of all these circumstances, it is possible to reveal more deeply in historical retrospect the main reasons for elevating Moscow's role as the capital of the new Russian state.
