Using existing literature regarding crisis definitions, crisis classifications, and crisis threat assessment tools, this exploratory paper identifies crucial analytical approaches to crisis threat assessment with relevance to public administrations. The author of the manuscript rightfully derives from the fact that the public sector crisis is very complex and multi-dimensional. He makes a skillful effort to understand the nature of its function, characteristics, and the obligations of the State. With a rigorous review of existing literature and analysis of secondary data sources, a public sector crisis typology is developed upon the criteria of State’s responsibility orientation and crisis preventability. Public sector crisis types are further described based on their attributes, commonalities, and differences. The model of crisis communication is proposed as a crucial crisis response strategy, founded on cognitive needs. This crisis response model built upon the crisis typology enables developing integrated crisis management in a manner that minimizes damage and regains hope and public support. High quality of academic research and proper use of scientific methods are obvious and convincing. Peer reviewers must ensure that they answer the following questions in their report: The paper is easy to follow and has a logical flow. The title and abstract cover the main aspects of the work. The results of the study are innovative and provide an advance in the field. The paper does not raise any ethical concerns. The methods used are clear and replicable. All the results presented to match the methods described. The data is clearly and appropriately presented using clear language. The conclusions correlate to the results found. The paper uses appropriate references in the correct style to promote understanding of the content. There is a misprint on page 11, line 21: «2003 Twin tower attack» - to be corrected 2001 The manuscript is suitable for publication. I find the manuscript outstanding with a score of 1.
