Аннотация:The Russian Federation’s cooperation with the Bolivarian Republic of Venezuela, the Republic of Cuba, the United Mexican States, and the Republic of Nicaragua is developing in various areas. The following are principal among them: 1. Political; 2. Trade and Economic; 3. Military and Engineering; 4. Scientific and Educational; 5. Social and Cultural; 6. Humanitarian. It is possible to identify priority development tasks in each of these areas, determining the level of mutual support of the states at the international level, the trade turnover of countries, the intensity of dialogue, the degree of sustainability of contacts, as well as theattitude of citizens to the processes occurring within the state. In this context, the “citizens’ attitude” is of interest to us from several points of view: 1. citizens’ attitude to political changes within their country, i.e., “an inside look”; 2. citizens’ attitude to political changes in theircountry after emigration, i.e., the opinion of the diaspora; 3. reaction of the diaspora to the political changes in the country it lives in. Working with each of these categories of people is important in the implementation of the “soft power” state policy. In this report, the author contemplates the political aspects of Russia’s cooperation with Venezuela, Cuba, Mexico, and Nicaragua, highlighting the priority areas of development in this area, and analyzing the impact of the Venezuelan crisis on relations between Russia and Venezuela. In the second part, the author contemplates the meaning of the “soft power” concept in the context of the formation of a favorable image of the country through the diasporas, analyzing the level of influence of the Russian diaspora in the countries studied and vice versa.
