- Аннотация: Summary: The study focuses on the federal and regional issues of the arts and culture development in the Russian Federation. The author reviews various methods of raising funds in the industry, explains the feasibility of implementation the performance-based and socially-oriented budgeting principles in cultural units producing the merit goods, explores the benefits of monitoring system in providing public cultural goods and services.
